Summary:

Pan Biling, male, Tujia ethnic group, was born in June 1964 in Shimen, Hunan Province. Pan holds a master's degree in Business Administration, and he is a special expert of National Basic Science Center focusing on the project of “Resources and Environment Management Theory and Application in the Digital Economy Era” funded by the National Natural Science Foundation of China. He was a member of the 11th and 12th National Committee of the Chinese People’s Political Consultative Conference (CPPCC), and a member of the Standing Committee of the 13th National Committee of the CPPCC. He now serves as the president of Xiangtan University, member of the 14th National Committee of the CPPCC, vice chairman of Hunan Provincial Committee of the CPPCC, and chairman of Hunan Provincial Committee of China Association for Promoting Democracy (CAPD). Pan is an influential researcher in fields such as natural resources, culture and tourism, ecosystem restoration and multi-party cooperation. He has published 3 monographs, and more than 100 articles in journals such as People's Daily, Guangming Daily, China Environment News, Qizhi, The United Front Work Department of CPC Central Committee, Chinese People's Political Consultative Conference and so on. Pan has submitted hundreds of proposals, suggestions, and information reflecting social conditions and public opinions to the “two sessions”, many of which approved by leaders from CPC Central Committee and relevant government departments. One of his proposals was awarded as an Excellent Proposal by the 11th National Committee of the CPPCC. He made a speech in the Great Hall of the People at the first session of the 12th CPPCC, and walked through the first “committee member channel” in the Great Hall of the People during the “two sessions” in 2019. His research report, Investigation on Strengthen the Protection of Yangtze River Economic Belt Systematically, was approved by leaders from CPC Central Committee, and rated as “an excellent achievement in making contributions to building a moderately prosperous society in an all aspects” by United Front Work Department of CPC Central Committee and Central Committees of the Democratic Parties. Many of his researches won the first, second and third Achievement Awards for Political Participation issued by the Central Committee of China Association for Promoting Democracy. He was awarded as the Model Worker in National Travel and Tourism Industry in 1999, and got Outstanding Individual Award issued by China's Non-Communist Parties, the All-China Federation of Industry and Commerce, and Personages Without Party Affiliation for Building of a Moderately Prosperous Society in All Respects in 2006, and also the 2022 Outstanding Performance Award and Exemplary Reading Activist Award for members of the CPPCC National Committee.

Pan graduated from College of Geography, Peking University and majored in Physical Geography in July 1985.
