Mr. Ogawa Haruyuki, a native Japanese teacher in our university, has been an expert of education in China for years and has made significant contributions to our Japanese talent cultivation. Approved by the Ministry of Public Security, Ogawa becomes the first foreigner in Xiangtan who has obtained permanent residence status in China.

On the morning of September 24th, Xiangtan Municipal Public Security Bureau held a launch ceremony specially for issuing the Foreigner's Permanent Residence Card in China, also known as a green card in China. The card is an identification card attesting to the permanent resident status of an alien in the People’s Republic of China, which shall be valid for ten years. A foreigner with permanent residence status in China may enter and leave China with his valid passport and Foreigner’s Permanent Residence Card in China.

The ceremony was held in the conference room on the 4th floor in our International Student Building. Present at the ceremony of the workshop were leaders such as Huang Guisheng, Deputy Inspector of Xiangtan Municipal Government as well as Party Secretary and Director General of Xiangtan Municipal Public Security Bureau, Vice President Liu Changgeng of our university, Liu Dongxiang, Member of CPC Committee and Deputy Director of Xiangtan Municipal Public Security Bureau, and Wang Guoqiang, Director of Foreign and Overseas Chinese Affairs Office of Xiangtan Municipal Government. Other units and individuals such as the Political Department and Exit-Entry Management Division of Xiangtan Municipal Public Security Bureau, Major news media in Xiangtan and representatives of foreign experts, etc. attended the ceremony.

In order to improve our foreign language teaching, our university has been endeavoring to improve external publicity and the living environment of foreign teachers. As a result, a large number of excellent foreign teachers have been attracted due to the desirable environment and emotional reliance on our university. Mr. Ogawa’s success in obtaining permanent residence status in China is the epitome of the achievement we’ve made in employing foreign teachers. The success indicates that our long-term effort to improve the working and living environment has gradually come to fruition, and also encourages us to take an active part in educational exchanges with foreign countries and to make fresh contributions to designing and promoting the construction of “two-oriented” society on the international outlook.
