Key Laboratory of Advanced Materials & Rheological Properties under Ministry of Education Checked an

The Acceptance Check Conference of the construction of Key Laboratory of Advanced Material & Rheological Properties under Ministry of Education (Xiangtan University) was held in Xiangtan City on June, 12. Six experts and Mr. Huang Yunqing and Mr. Zhou Yichun, Vice Presidents of Xiangtan University, attended the conference. The experts include Academician Du Shanyi, the head of acceptance check and assessment expert group, Mr. Lei Zhongliang, Direct of General Department of Science and Technology under Ministry of Education, Mr. Shen Jiyun, Deputy Director of Hunan Provincial Education Department and Mr. Lu Tianjian, Vice President of Xi’an Jiaotong University, etc.
The opening ceremony was presided over by Mr. Lei Zhongliang. Mr. Huang Yunqing introduced the construction process of the laboratory at the conference. Since the Key laboratory of Advanced Material & Rheological Properties under Ministry of Education established by the province was approved by the Ministry of Education in Nov., 2003, Xiangtan University, as the supporting unit, has attached great importance to the construction and development of the laboratory and thereby made Methods of Management of Xiangtan University Key Research Organizations of Provincial and Ministerial Level, granting the Laboratory relatively independent personnel power and financial control to have parallel resources allocation with the departments, so that it could be a relatively independent research entity. Besides, a Construction Management Committee of the Key Laboratory was set up by some functional departments of the university to coordinate and solve major problems in the course of development such as how to open operational costs, housing service of the laboratory, disciplinary development and talents introduction, etc. What’s more, the university has focused its major construction resources to the laboratory so that the subject of material physics and chemistry the Laboratory belongs to has been established as the most important one. The university will give more support to the development of the Laboratory from all aspects in future.
Mr. Shen Jiyun delivered a speech that Hunan Provincial Education Department, as the managing unit, has give certain support to the development of the Laboratory from financing, construction of key subjects, construction of talents and registration and authorization of scientific research projects so that the construction and development of the Laboratory has been advanced.
With Academician Du Shanyi, the group leader’s presiding over the conference, Mr. Zhou Yichun, the Director of the Laboratory, reported the construction of the Laboratory. The expert group visited the Laboratory on the spot. After thorough discussion, the expert group agrees on the points as follows: the Laboratory has definite orientation; it has definite research direction with obvious features; it has full development in the construction of talents pool and innovation group and has obviously improved its scientific and technological innovation capability; it has greatly improved its research platform conditions; and both the supporting unit and the managing department have attached importance to and actively supported the construction and development of the Laboratory, and have given great support to its personnel, costs and relative policies, so as to guarantee its normal construction and development. Since the Laboratory has reached all objectives in the construction planning assignment, the expert group agrees on its pass of the acceptance check.
Meanwhile, the expert group suggested that the name of the Laboratory needs to be reconsidered further, and that the more support from both the supporting unit and managing department should be focused on infrastructure and cultivation of excellent talents.
