Ministry of Education of the People’s Republic of China and People's Government of Hunan Province Jo

Dec. 17, 2005 had seen a new opportunity for our university’s further development when Minister Zhouji, representative of the Ministry of Education, and Governor Zhou Bohua, representative of Hunan Province, signed the Agreement between Ministry of Education of the People’s Republic of China and People's Government of Hunan Province on Jointly Giving Special Support to the Building of Xiangtan University at the signing ceremony in our Yifu Building Auditorium.

According to the Agreement, both the People's Government of Hunan province and the Ministry of Education will give special support to our university, step up its reforms and furthur development and improve the quality of its higher education and the level of its scientific research, so as to make joint efforts in building it into an important base for training high-caliber people, conducting high-level scientific research, as well as promoting science & technology development and transfer. On one hand, the Ministry of Education will focus on instructing the formulation of a program for the university’s strategic development, teaching, scientific research and academic reconstruction, teaching body construction as well as international exchanges and cooperation; integrating our university into the overall plan for establishing personnel cultivation bases, key disciplinary areas, key laboratories and undergraduate programs; inviting our university to major conferences hosted by the Ministry of Education with those universities directly affiliated to the Education Ministry for an extension of exchanges and cooperation with them.

On the other hand, with the rapid growth of our university and the contributions to the local economic and social development in recent years, Hunan province will list our university in the unified plan for economic and social development and go all out in the campus construction, which accords with the principle of “special support for key universities”. The focal point of the government work would be: giving special support in its polices concerning the credit bankroll and steadily increase imput in education; giving special preference to the university in personnel training, academic programs establishment, provincial key disciplinary, laboratory and research base building, examination and evaluation of major research project declaration, as well as the talent introduction to further speed up the university’s reforms and development; reinforcing the policy support in the aspects of land requisition, campus construction, school-run enterprise, socialization of rear service, ranking the overall campus construction as the province’s key project which enjoys preferential policy for major project; carrying out “special handle for special matter”, “priority & preferential” to create an atmosphere in society at large favorable for the university’s development.
