Ministry of Education of the People's Republic of China and People's Government of Hunan Province Jo

December 17, 2005 witnessed a new opportunity for our university's further development when Minister Zhouji, representative of the Ministry of Education, and Governor Zhou Bohua, representative of Hunan Province, signed the Agreement of giving special support to construct Xiangtan University between Ministry of Education of the People's Republic of China and People's Government of Hunan Province at the signing ceremony in the Auditorium of Yifu Building.
According to the Agreement, both the People's Government of Hunan Province and the Ministry of Education will give special support to our university, speed up its reforms and development, improve the teaching and scientific research level. They will jointly make efforts to make the university into an important base for training high-quality people, conducting high-level scientific research, as well as promoting science & technology development and transformation. On one hand, Ministry of Education will focus on instructing the formulation of a program for the university's strategic development, teaching, scientific research and academic and teaching reconstruction as well as international exchanges and cooperation. Our university will be integrated into the overall plan for establishing personnel cultivation bases, key disciplinary areas, key laboratories and undergraduate programs. Our university is also invited to attend major conferences of those directly affiliated universities hosted by the Ministry of Education for mutual communications and cooperation.
On the other hand, with the rapid growth of our university and the contributions to the local economic and social development in recent years, Hunan province will list our university in the unified plan for economic and social development and fully support the campus construction, which accords with the principle of “special support for key universities”. The focus of the government work would be: giving special support in its polices concerning the credit bankroll and steadily increase input in education; giving special preference to the university in personnel training, academic programs establishment, provincial key disciplinary, laboratory and research base building, examination and evaluation of major research project declaration, as well as the talent introduction to further speed up the university's reforms and development; reinforcing the policy support in the aspects of land requisition, campus construction, school-run enterprise, socialization of rear service, ranking the whole campus construction as the province's key project which enjoys preferential policy for major project and carrying out “special operation for special matter”, “priority & preference” to create an favorable social exterior atmosphere for the development of the university.
